It's called "common buzzard" in Europe. Not like "buzzard" as used in the US - please see other comments below.

This is a buzzard. Buteo buteo, common buzzard. In the states the term buzzard is used for vultures.

Yeah probably building a nest. But birds do bring presents to their partner or just to make the nest look nicer too.
