This is their anime, they can make up whatever they want and to be honest this was the most normal thing I've seen from this whole series. Reasons that it makes no sense that Stocking is a demon:

1- Her skin isn't red

2- She transforms with Panty and you can see her angel wings

3- It is claimed that they are sisters... how could Panty not know her own sister was a demon?

4- When the actual human legs came down from the sky and squished Corset, they both recognized her as mom.

5- She freakin' went to heaven!

It's an elaborate troll, it doesnt even make sense. It's more of an homage to US shows that would be nearing an end, and were obviously designed to end, but last minute, they had to milk the cashcow, so they created a rushed nonsensical ending that left the door open.
