i am not discouraging him, if he can make it possible and working, hes desire Nobel prize, but why this kind of publicity before it getting a patented or atleast implemented somewere other than his lab. Remember the story of Ramer peterol from plant, and a guy invented method to protect CD piracy

@S200773, What do you mean by same amount? You are comparing with 12VDC or 24VDC. 240VDC gives you more shock than 240VAC. And the video posted by ariov333 shows that skin effect is true for human beings.
@sunishmenon the appliances wont be giving the best output since the impedence matching to a load designed for 30hz ac will be lost, and the power consumption will be as low. still there might be an optimum limit, sorry i cant make a good guess of the numbers, for aerospace applications we have motors that are custom built for higher frequancy ~500 hz sources.
