I just beat this on Perfect Agent (in no small part thanks to your videos). Not sure if you can on Dark Agent but I was able to power down the radar by hacking a terminal in a tower in that first section on the hovercraft. Just had to disembark on the port and walk right in.

Something to consider maybe. Of course, for all I know you don't have the datathief on Dark.
