The cop hit him only once (with a radio) to stop him. once he got the truck stopped and pulled the man from the vehicle, he handcuffed him and the situation was over. There were two eye witnesses that backed up the officers account of what happened.

Why not tell the whole story? Koua Moua was driving drunk, had hit at least one parked car while being followed by the first citizen that called 911 about him. When police stopped him, the officer was trying to get him to turn the engine off, instead, Moua put the truck into reverse and tried to run the officer over. Another person called 911 as this was happening and she and her son have confirmed what happened. The officer struck him once, then was able to cuff him with no more force used.
