It's a quest that you can only complete as John Marston, not as his son, so the developers probably thought it would be unfair to make it impossible to get the entire completion if you didn't think of doing this side mission before the transition from John to his son.

The "Strange Man" keeps on repeating "this is a fine spot" which is the spot where John, Abigail and Uncle are buried. He seems to be saying that it is a fine spot for burial or death. When John says that he won't be responsible for his actions and the man says that he will be, it foreshadows that whatever that he does to the man will be done to him. He shoots 3 bullets, the 4th gets jammed in his gun. The bullets signify death. 1 for each of the Marstons except Jack (3rd encounter).

I think the stranger is the Grim Reaper because he is draped in black clothing and knows exactly where John is going to be buried. The belief is that Death aka the Grim Reaper's job is to sever the last ties between the soul and the body and to guide the deceased to the next world without having any control over the fact of the victim's death. Seems to be exactly what the stranger is doing to John Marston.

He's neither god or the devil. God has no human form and the devil wouldnt add up. I Beleive he's the angel of death. He is some sort of accountant, taking the souls of the men were killed by marston. (Also death follows everyone, and you cant hide from him.) In this case following johns actions. Other the fact of john say's ''Damn you'' and the man replies ''Many have'', many people damn death for taking loved ones, not just god. His remarks about his son would make little sense coming from God since Jesus lived and died more than 1900 years before the events of Red Dead Redemption.
