I still don't get the so called differences between the two departments. I'll tell you one thing though, it's good cost cutting measure. There are just too many chiefs and no Indians.
the guy has a very valid point, there should be different formations for Civil Urban and paramilitary duties eg Rural Border, cattle rustling, neighbouring countries insurgents etc
