Yes, there was a brief earlier scene of Penny grabbed by the Clockmaker's henchman and tied to a chair while the clockmaker gloated over having something prepared for snoopers.  I'll post it if there's interest

The robot that looks the coo coo clock maker looked kind of silly. I couldn't believe that he would to kill penny. Besides Dr. Claw only wants Gadget to die.

This episode was available on a free DVD in a cereal a few years ago, and this sequence with Penny was edited out, obviously so as not to give any cuckoo clockmakers any ideas for copycat crimes.
