I don't care what you guys say but to me, this is Tom singing. There is a difference between Bill and Tom's voice when they speak and sing. And their accents are different. Also, as identical twins, they're supposed to have the same voice. That's why there's this big confusion. Even though I'm perfectly aware that Tom can sing and even though I accept the possibility that this might be Tom singing, just listening to the pronounciation and the way this is being sang, I think this is Bill.
