The 38th parallel was decided at the Potsdam conference in 1945 as the point where the US and the Russians would accept surrender of japanese troops and arms. It soon became a the border for the two different idiologies, with the Stalinist north and the democratic south. While the north was rapidly regimated and supplied with arms, the south was limited in their military arms to keep 'Sing Man Rhe' from invading the north. Kim Il Jong made the first move with much Russian support.
While the Korean war was a conflict between the north and the south, it was started by the north when they invaded. The Russians not only provided air support but supplied the north with most if not all of their tanks and other weapons as well.

You are absolutely correct, the Russians were the big supporters of the whole Communism vs. Democracy during the Cold War era.
