Sagat won the fight, he was gonna help Ryu get up, and Ryu responded with a Metsu Shoryuken. Thats when Ryu became Evil Ryu thanks to the Satsui no Hadou, and the Alpha series started.

In SFII V anime, he was a good guy. That one doesn't follow the canon story though. In canon, he started out blood knight seeking for vengeance on Ryu (who beat him in SF1), but has kinda pulled heel-to-face since then.

it was a draw however at that point sagat could have killed Ryu, he only called the match off because he finally find someone whom he thought was a worthy opponent and respected him because of that, also Ryu was not yet a fully experienced fighter, that didn't happen till later.
