After all, the homeless could turn around one day and start killing innocent people for food if society ignores them for too long.

I was at an intersection where a homeless man was holding a sign "I will work for food". A pick-up truck went too quickly thru the intersection and lost a load a wood it was carrying. The homeless guy and the truck driver both got busy and put the load back on the truck. I don't know what happened, but I hope the guy with the truck was in some sort of position to help the guy out.

Most Veterans are not Honor Guard, and American Flags flying don't need to be presented or "handed" to a deceased Veterans widow/widower. Reading between the lines a bit here my friend. Flag was on ground, Veterans (in an unviewed Patriotic act) picked up the flag and folded it, bet he could, not being a Homeless Honor Guard Veteran...and did an unselfish Patriotic act, as our Country overlooks his homelessness.
My dad had a great idea. Give him the job of folding the flag at funerals. Most people that are homeless don't want the sort of life everyone is trying to thrust upon him.
He could certainly take pride in it, it's something he already knows how to do, he could earn some pocket money, and it wouldn't shove him in front of the media bus, allowing him to keep his life much the way it is if he chooses (simple, quiet, private). All the people that want to donate could get him a nice uniform for the ceremonies. It's a win in every way.

this is not e correct way to FOLD a U.S. FLAG.
To properly fold the Flag, begin by holding it waist-high with another person so that its surface is parallel to the ground.
Fold the lower half of the stripe section lengthwise over the field of stars, holding the bottom and top edges securely.
