If you learn the basics well and then practice and make it second nature, yea you could learn it. I'm not sure if being Asian will make a difference but Japanese people may confuse you as Japanese and wonder why you can't speak like them. So i've heard by other Non Japanese Asians at first.

Well about 1 year to be able to carry a convo. But when you want to start expressing yourself, that's when you have to push harder I think. It may take a few years...but you could do it faster than me if you love memorization!

After i studied the basics, I met people and just started copying their speech. Also I watched dramas and Japanese TV. You can do it too!!

Well I started learning in middle school, but i only learned the basics that took like....6 years off. LOL. I started learning again later after college but I can tell you most of my growth came from the time i was actually hanging out with Japanese people.
