I agree with everything, except the concept that they "sacrifice one of their own". This could only occur if an insider broke the rules knowingly, and therefore justifiably would have to accept the consequences. A high degree of trust must be conveyed in a conspiracy this large. Now, the lower less "insider" minions, may be more susceptible to such things.  However still, with a vast population to feed upon, they will NEVER sacrifice their own unless one breaks the covenants.

The Department of Defense would be equated with the legions outside (external legions) of Rome. The Praetorian Guard and the External Legions were constantly at odds.
