  • one primary reason for the facility of the United States optic fiber network was due to the availability of rights of way due to existent railway lines. this could be done in Asia, by putting in place a series of railroads, and where there are mountain barriers, perhaps a system of microwave towers.

    The professor wants input. Here's mine:

    He makes a plausible case that sometimes internet blockage is not a direct result of political will. However, if the inability to finance infrastructure is a cause, we must consider any financial institution's responsibility. That includes banks, individual bankers and the international banking system et al.

    In other words, if the whole system is greedy and corrupt, it won't finance free information flow contrary to its ends.
