Yeah it will always wind up being plus value to steal. Lets say there is a 50/50 shot of the other person split/stealing (this can obviously change with convincing, impressions etc. but for the sake of argument). That means 50% for 6,500 for steal and 50% for 0 for steal. If you split there is a 50% 3,250 for split and 50% for 0 for split. ie over the long run you'll make 3,250 aggregate for steal and 1,625 aggregate for split if the game is played continuously. Steal.

Then they have to choose split or face definitely getting nothing, you can then choose to split with them or not. I'd then split the money (but that's just me - you wouldn't have to).
