Not true. Zanbamon can be defeated without the herb. Using an emulator and a cheat device, it's possible to prove that. However, upon beating him, the same dialogue as if you had lost occurs, and you're forced to go get the item from Sepikmon anyway. I did this yesterday, in fact, using ExVeemon and Blast Digivolving him.
