It has a hit-and-miss governor. The engine speed is just controlled by either fuel or no fuel, not like modern engines with fuel racks, etc. Back then, the prime purpose of the governor was to prevent overspeed. If the engine speeds up, the fuel is shut off until the engine speed drops below the set limit. When you want more power/speed, you just raise the set limit.They tend to burn a fair bit of oil too, and they are not silenced usually.

Is this vessel actually a tunnel tug or a work boat? The quoted engine size and sound is more than expected in the motor boat of a working pair.
