sort of.... phrygian dominant is the 5th mode of harmonic minor so you play the 5th note of the harmonic minor to play a phrygian dominant mode. but phrygian minor is different cause phygian minor is the 3rd mode of the major scale. the only diference is the 3rd note and its moved up a half step for phrygian dominant

harmonic minor 's spell is:  1-2-b3-4-5-b6-7-8

for example C-D-Eb-F-G-Ab-B-C

phrygian is the mode that begins for the third degree of a major scale!for example:begin counting notes the C major's scale from E:e-f-g-a-b-c-d-E(8ve)!so it s hard listening mode beacause you begin with the half step from the first note to the second!this is the most used mode(from the category of notes,because harmonic minor-melodic minor etc are scales) in metal!
