1. The Rep is just about how you play, if someone avoids you all it does is avoiding him to get in a game with you again. Also, if you have a rep under 5 stars, you either have to be new or just an asshole as it increases automaticlly over time.

2. Everyone can file a complaint and they don't judge the accuracy by looking of your gamerscore.

Because the user that made the complaint which Microsoft has a rank on how accurate their complaints are, Microsoft needs a way to identify a complaint that was put in for a good reason but due to some reason (e.g. a lack of context) no enforcement was given.

I may have this off by a bit but I know that Stepto has gone into more detail in prior PAX panels and on the podcast.

Nice insight and they've clearly optimized it for high volume, but it looks like they intentionally left out/skipped the most interesting kinds of complaints: allegations of hacking/cheating or annoying/abusive voice chat. I would expect that gets much more complex, since a rep will want to see a complaint history and other data to corroborate individual reports, since you can't just act upon a single report.
