That's a blue. Blues "hoot" through air sacs on their neck. Ruffed grouse "drum" by pushing air through their wings quickly. Hooting sounds slower and bassier. Drumming is choppier. Plus, there's probably not any ruffs in this part of the Sierra Nevada.

You wouldn't find a ruff in Yosemite and it didn't look like a ruff, it looked like a grouse..
