(Alaskan version of tribal enrolment) The U. S. Bureau of Indian Affairs issued John Smelcer a CIB stating that states he is Alaska Native of one-quarter blood. After he resigned from UAA, Ahtna Native Corporation hired him as the Executive Director of the tribe’s Heritage Foundation, If he was not native why would they hire him?
