How different. They couldn't get students to clean like that in European schools. The Children would complain to the parents and then the parents would put a stop to it. They would Call it child labor and there would be allot of commotion. I think it`s great do. It makes everyone responsible and work together. Yet Culture and Students in Europe are just to different to make this happen.

Exactly the same thing would happen in the US, too.
Actually, you're on the right track! One of the reasons they do school cleaning this way is to build responsibility and teamwork.
