Are you sure thats how you unlock the "Monster Truck"? I have unlocked ALL paint jobs and have done S grades on all tracks on Bronze, Silver and Gold and only need to get 3 more S grades on Platinum and I still see no Moster Truck...?
So, are you SURE you just need to unlock all paint jobs?
Yes that is how you unlock it. My guess is you have not unlocked all the vehicles then. There are 20 different ones including the Monster truck. So make sure you have unlocked 19 with 19 extra paint jobs.

Are there 9 hidden trucks? I unlocked the 10 that could be seen.

no you need to unlock super excite to get nine other trucks over time throught the super excite.
