it's called a jumpstop, or a hopstep. you dribble, jump to a stop on both feet, and must take off immediately afterwards w/ both feet. if you lift one foot before the other it's going to be called a travel more often than not
dude he didnt leave the ground off one foot he planted both feet on the ground and held the ball with two hands then jumped in the air, landed back on the ground then jumped again. its traveling.
i really don't know how to explain that play to you, you can search basketball hopstep or something along those lines and find plenty videos of where a player does similar things to what carter did. the reason its not a travel is that he pivitoted of his right foot, then hopped with both feet with his left foot touching the ground first and then his right. i.e. he had two steps before scoring which is not considered a travel as you are allowed two steps.
