The village you see in the background is Rockland Lake not Congers. The village ceased to exist in the 40's or 50's but there are still some houses there and a Fire Dept.
This film depicts the ice harvesting operations at Rockland Lake, New York. The village of Congers is in the background in the first part of the film, and ice houses #1 and 2 can be seen in the background, where the village of Rockland Lake used to be. The ice was stored in three ice houses, and transported over Hook Mountain to the Hudson River below. This is an incredible find, as the ice harvesting operations at Rockland Lake were the most extensive in the Hudson Valley.
