Republicans claim they want to reduce healthcare costs and insure the millions who need it BUT they are against: Public Option, Mandate (which is their idea), and want to end Medicare. So how the HECK do Republicans plan on reducing costs and insuring millions without any one of those things?
Individual Mandate was proposed by Republicans in the 90's. Bob Dole, leader of the Republican party, put forth a health reform proposal very similar to Obama's.
Mitt Romney (R) signed a mandate into law in MA.
Chuck Grassley was in favor of it in the 90's.

That can be insurance, a bond, or simply proving you have the wealth. And driving is a privilege, not a right. If you don't apply for a license, you won't ever be required to show financial responsibility. The Individual Mandate, however, is completely unconstitutional.

That is not an enumerated power in the Commerce Clause. It's nothing like car insurance since you're not required to drive to live in the US. The government would be within it's rights to force you to pay into a government run program (like Medicare), but alas, we didn't get the public option.
