So based on this and the USB powered toaster, I'd say these cretins just come up with an idea, don't test it, tape some wires together, and fake the rest.

Solar cells put out about 0.5V each in full sunlight. The circuitry inside the lawn light steps it up to 2.5V to charge a couple of NiCd batteries, but at very low current.

It'll take days for minutes of talk time. A belt is a bad idea, because the shaded cell will limit current as if they were all in shade.
