Kefka is the best villain mage in any of the series. Better than TRANCE KUJA, who has to be tranced to use Ultima, which Kefka can just cast off the bat. Not to mention, Kefka can just turn him into a magirock. Sephiroth may have more physical prowess, but how will he get close to a GOD? Also, Kefka has shown AMAZING resilience. It's a widely accepted opinion that Kefka is better, overall.

@RageGS Fighter doesn't count. Kefka is just all power. He had an ability as a god called "Light of Judgement" which allowed him to just vaporize anyone he didn't like.
@Xanatrix I agree for the most part, but Seymour was still a very interesting villain. There was a lot to his story, and he actually was very powerful. The strongest summoner on Spira, one of the world's greatest mages, and their greatest leader. His motives were also very interesting.
@ChaoticHypocracy The problem with Seymour is that they kill him early on, and he is just a vengeful ghost from then on. He is not really much of a threat at that point. If he didn't use his power to prevent Yuna from performing a sending on him, he would have been on the Farplane LONG before the end of the game. From weakest to strongest, the villain list follows as such: Seymour is the weakest, then Sephiroth, then Kuja (he wiped out part of a civilization), and finally, the strongest, Kefka.
@Xanatrix Well, the thing about being an Unsent is that you become even more powerful than you actually were in life. Most of the time, anyway. His whole plan was to become Sin and control it, which would have given him unimaginable power. I doagree that Kefka is the most powerful, yes.
Eh, I don't like Seymour or Sephy, but Kuja is my favorite FF villain next to Kefka. It seems you kinda underestimate him. He DID destroy Terra, and he actually defeated the entire party while in Trance...almost causing the end of EXISTANCE. If anything, Kuja got closer to ultimate destruction then Kefka did. Kefka only burned the planet's surface, though he did become esentially the god of magic, so thats quite the accomplishment.
Um, kuja mindfucked and emotion-fucked the characters on a periodic level. Rubbing in vivi's face that he was a "toy", killing daggers mother right in front of her, having zidane work for him despite having all the previous shit disgust him for doing it, leading burmecia's attack against the entire nation of gaia, ala kefka,. Not to mention that he did destroy a planet. Also, yeah he never destroyed gaia, but that was because he was too busy collecting eidolons and plotting his rebellion.
@Kyrelu Actually Kefka did. Kefka succeeded in completely altering the whole world and became a god. He could literally smite all he didn't like. And when they defeated him all magic in the world vanished. When he died he eliminated an entire class.
Kefka is nicely crazy and probably the craziest of the bunch, though I've never thought him after the second part of the game. Sephiroth is badass, Kuja is quite random and the gayest of them all (I don't think there can be many straight men who dress like that. Except in a pantomime XD)
Seymour ironically is probably more of a mama's boy due to spoiler points.
I haven't finished X,but as far as I can tell,Seymour isn't awesome,just a prick.His only saving grace is Anima,and when does he use that?A cutscene and one boss fight so far.

His family, his failed pilgrimage, and his rise to power. He actually would have been a great leader if not for his being . . evil. That, and Sephiroth's turn to villainy was too fast.

Final Fantasy VII had the two best villains in FF history - those being Sephiroth and Shin-Ra. Sephiroth, unlike Kefka had a decent introduction, an understandable motivation, an interesting back-story and a permanent effect on the world of FF VII, that being the loss of Aerith. Shin-Ra was awesome, because they were sucking the life out of the planet for profit, that is something that relates to the real world, as do the guys in suits: "Would you be so kind as to press up, please?" Cool.

Good villains need motives and back stories to be interesting. Storytelling rule no 23. Either that, or they need to be mysterious like Kane from C&C. Kefka isn't mysterious and doesn't have a back story that is interesting in the slightest.

Yeah, Kefka and Seymour are probably the two biggest psychos. Freaky awesome clown guy that loves to destroy things, and Seymour with his twisted plan of saving Spira by competely destroying it . . . WTF?!
Sephiroth is a more . . sane villain, I think. He knows what he's doing, and almost did it. He and Kefka probably got the closest to completing their plans - Kefka more than he. Seymour just got close, but not close enough.

@avrilfantasyrin Ah, well, Kefka was the first subject of the Magitek Knight experiment, before it was perfected. It eventually drove him power-hungry and insane. Now, he and Seymour have good backgrounds to their being evil. Sephiroth . . doesn't. They turned him evil too fast, and it just wasn't believable. It was rushed.

Sephiroth is overrated; a good villain, per say, but his transformation into "villain" was too fast. Kefka, as I said, WAS the greatest of the FF villains in level of power and accomplishment. So, in retrospect: I like Seymour because he is a great character, and Kefka because of the level of power he obtained - and his lines.

Kuja - was never able to destroy Gaia, which is what he was created for. Hell, he never even got to destroy Zidane, his supposed replacement. FAIL
Seymore - Continually swatted down and killed multiple times by protagonists. Nuff said. FAIL
Sephiroth - Hasn't been able to succeed against Cloud, but causes a lot of damage. NEUTRAL
Kefka - Succeeded in taking over three goddesses and raping the face of his planet. I think we all see who would win.

Kefka is the best villain mage in any of the series. Better than TRANCE KUJA, who has to be tranced to use Ultima, which Kefka can just cast off the bat. Not to mention, Kefka can just turn him into a magirock. Sephiroth may have more physical prowess, but how will he get close to a GOD? Also, Kefka has shown AMAZING resilience. It's a widely accepted opinion that Kefka is better, overall.

Seymor: True, but he was pretty hard. And his motives were very interesting. Plus he killed an entire race.
Sephiroth: Caused less damages than Kuja.
Kefka: The best, but like everyone else, was defeated in the end.

@Xanatrix I agree for the most part, but Seymour was still a very interesting villain. There was a lot to his story, and he actually was very powerful. The strongest summoner on Spira, one of the world's greatest mages, and their greatest leader. His motives were also very interesting.

@ChaoticHypocracy The problem with Seymour is that they kill him early on, and he is just a vengeful ghost from then on. He is not really much of a threat at that point. If he didn't use his power to prevent Yuna from performing a sending on him, he would have been on the Farplane LONG before the end of the game. From weakest to strongest, the villain list follows as such: Seymour is the weakest, then Sephiroth, then Kuja (he wiped out part of a civilization), and finally, the strongest, Kefka.

Eh, I don't like Seymour or Sephy, but Kuja is my favorite FF villain next to Kefka. It seems you kinda underestimate him. He DID destroy Terra, and he actually defeated the entire party while in Trance...almost causing the end of EXISTANCE. If anything, Kuja got closer to ultimate destruction then Kefka did. Kefka only burned the planet's surface, though he did become esentially the god of magic, so thats quite the accomplishment.

Um, kuja mindfucked and emotion-fucked the characters on a periodic level. Rubbing in vivi's face that he was a "toy", killing daggers mother right in front of her, having zidane work for him despite having all the previous shit disgust him for doing it, leading burmecia's attack against the entire nation of gaia, ala kefka,. Not to mention that he did destroy a planet. Also, yeah he never destroyed gaia, but that was because he was too busy collecting eidolons and plotting his rebellion.

Kefka is nicely crazy and probably the craziest of the bunch, though I've never thought him after the second part of the game. Sephiroth is badass, Kuja is quite random and the gayest of them all (I don't think there can be many straight men who dress like that. Except in a pantomime XD)
Seymour ironically is probably more of a mama's boy due to spoiler points.

His family, his failed pilgrimage, and his rise to power. He actually would have been a great leader if not for his being . . evil. That, and Sephiroth's turn to villainy was too fast.

Final Fantasy VII had the two best villains in FF history - those being Sephiroth and Shin-Ra. Sephiroth, unlike Kefka had a decent introduction, an understandable motivation, an interesting back-story and a permanent effect on the world of FF VII, that being the loss of Aerith. Shin-Ra was awesome, because they were sucking the life out of the planet for profit, that is something that relates to the real world, as do the guys in suits: "Would you be so kind as to press up, please?" Cool.

Good villains need motives and back stories to be interesting. Storytelling rule no 23. Either that, or they need to be mysterious like Kane from C&C. Kefka isn't mysterious and doesn't have a back story that is interesting in the slightest.

sephiroth-low(most of his issues revolved around his mother)
kuja-medium low(most issues revolved around that fact that he was trying to gain his freedom from garlands set idea of him)
Seymour-medium high(basically all of his issues revolved around him wishing to be death)
kefka-very high(most of his issues grew from the fact that he was disgusted with the way people live their lives so he decided to change that)
