Since Reagan expanded the US prison system in the 80s, the US has had both a higher absolute number of people and a higher percentage of its population in jail/prison than any country in history, more than the USSR, China, Nazi Germany, Pinochet's Chile, and apartheid South Africa. And Reagan instituted a deliberate program of getting as many blacks in jail as possible, guilty of crimes or not.
