There are private ice rinks in mexico city,the diference here: is free,thats why you can see all that ppl waitng for hours,because they probably can not pay 5 or 6 or maybe 7 dollars each (aprox) for just 1 ,they rather to spend 20 cents of dollars(aprox) in the metro or subway.
There are other public skating rinks around the city...and unless you haven't been to Mexico City recently there is money being spent to help out the poor.
