if you are using FCP then layer two pieces of the same video. Apply a gaussian blur to the lower layer. Then right click on the top layer and choose "composite mode>overlay." You can play around with the color corrector on the bottom layer to make the highlights glow more or less. It makes a nice dream like feeling.
