Hizb ut tahir follows a fundamentally flawed methodology, It is haram to rebel against Muslim rulers. The Hizb in there Irja refuse to declare takfeer on the leaders so rebeling is haram according to your position. Rasool saw said "Obey your (muslim) leader even if he be flogs your back and steals your wealth."

However if you take the correct stance that these rulers are Kuffar due to there clear actions that take them outside the fold. Like dismantling the law of Allah swt joining with the kuffar to kill those who call to Islam. then they are taghoot and there armies are fighting for taghoot and the leaders of the armies are murtadeen who as proven by the ijma shahaba cannot hold position of power even after returning to the deen.
