The Xbox 360 IS region free. That is demonstrated because there are games NTSC games that work on PAL consoles and viceversa.

But not all the games are region free. The creators from NTSC countries usually insert in their games the region lock.

The only way to get your games working, is by "cheating" the software of the game by making it believe that you own a PAL/NTSC console, depending on your needs.

For that you need a Jtag Xbox 360. Xbox 360 Slim can't be Jtagged yet.
