Because Vegeta is his supieror, and because he was scared shitless and couldn't believe it.

But the main reason is probably that it would make no difference. Blocked or not, it would kill him all the same, blocking would just slow it down, making the blast that much more painful.

But if I remember, Vegeta threw him into the air I think, pretty much giving Nappa no real time to do anything but die.
