    It's not a rubberband but an elastic band covered with a thin fabric (not sure what type) & the ends are tied together instead of glued or held together with a metal band. I like using it instead of regular elastic ponytail holders because it doesn't snag/catch my hair & doesn't pop & break like rubberbands do.

    In my experience, scrunchies do not break hair because they don't have any glue or metal band holding them together - they are made of fabric (I have only satin or silk) sewn over elastic; therefore they do not snag or break of hair for the most part. What you described seem to be the thin bands use for ponytails called ponytail holders. Hope that helps.
