Until not too long ago you were allowed to make contact with the goalie if he were behind the net...as long as it were a legitimate hit. This is a pretty blatant elbow.
Now, im not to big on the rules back then, but is this the time in which you were allowed to make contact with the golatender if he left the front of the net like that?
