Technically, Johnny and Niko both tried to sell some diamonds to some overseas people and Luis disrupts the deal to steal the diamonds. They don't really know Luis but they do happen to be at the same scene.

The first cut scene of Gay Tony is Luis being held hostage in a bank robbery, which is the same robbery that Niko & Packie pull off in GTA IV. And that kidnapping of Roman that's in GTA IV is actually performed by Johnny.
