My 3-year old son did this once. Just once, when he was mad because of something unrelated (Toys-R-Us...). He was scratched by my kitten who is NOT declawed, and slapped across the face by me. He's 8 years old now, and he has yet to have another incident like that. I've never hit my kid since. Because he's learned, specially from that one incident, that unprovoked violence will not go unpunished. I think this child needs better parenting, and that he should probably be reprimanded.
