This plane is not very usefull if there enough lakes to use something like a CL-215, because it needs to land and be refilled with water on the ground.
You couldnt skim a lake with this it would probably rip into pieces and the engines also are to close to the water
However this aircraft would be useful for regions where open bodies of water are not within an acceptable range for aircraft like the CL215 to be effective, but in my region, nothing can compete with the 215's im used to seeing

This as well as the DC10 type units should be employed for large fires without procrastination. They are paramount in slowing the spread of fire and can be used to rescue via creating a safety corridor for firefighters to escape from an out of control situation. The strategic placing of these aircraft can create a response to fire within 1 hr anywhere in the US and additional units can be on location within 5 hr from anywhere in the US.
The best waterbomber/retardant bombers are ones that fill off of a lake or other large water body. I think you guys have to go back to the drawing board and start building amphibious aircraft again. Maybe talk to Canadair as they know a thing or two about building proper waterbombers ordinary military or civilian aircraft just aren't robust enough to do the job.
I think this would be a great job to irrigate places in Africa where there is drought. Just imagine two or three or these planes going back and forth to a drought stricken places. Deals could be done on water and gass. With the rich states in Africa. To help poor grief stricken people out.

If they covert just half the fuel load to water that is 90,000 lbs of water or retardant.
