nope, a long time ago if you applied to be a director and got approved, you got unlimited time, but you can't do that anymore. So unless you're a youtube partner you can't upload over 10 mins

no, he was a member on youtube before 2006. back then, you had to apply to be a director. directors could upload videos past 10 min. In 2006 they changed the rules so that you didnt have to apply to be a director but you could only upload 10 min videos. If you were a director before they changed the rules, you can still upload vids past 10 mins.
