Not most of the textures and models were used after the delay of Max Payne on Dreamcast. Also, there are some scenes that were very interesting and the story has a few changes.
The part near the end of the trailer where they follow him limping off for no apparent reason is a good example of how they really tightened this game up from the early design. The pointless Matrix spin (destroys the game pacing) I can forgive as a typical trailer conceit, but that other thing reminds me of Half-Life too much.

Here's the facts: 3DR announced the website for MP back on June 15, 1998. (For some reason I recently thought The Matrix was a few years older than it I knew was).
This E3 trailer would have been produced before mid-May 1999 (the show was wrapped up on the 17th or so).
This is important because The Matrix was released in North America on March 31, 1999 (Remedy people would have had to see it before its Finnish release, but of course they worked with 3DR based in Texas).
I wouldn't be surprised if they added the (lame) 360-spin shot after The Matrix, but they definitely had Bullet Time integrated somehow already.
John Woo films look like a bigger influence; hell, Payne even looks a bit like Tequilla. I don't know how that stacks up to the films like Hard Boiled, though.
Conclusion: It's possible The Matrix was a definitive inspiration here, but I would agree it's also quite likely not. Outside the 360 spin there doesn't seem to be much from The Matrix (as I remember it). Somebody will have to ask them!

I believe they added bullet time AFTER Matrix because it wasn't around before which doesn't matter. It doesn't matter if Matrix inspired Max Payne or not. It's still one of the best games ever.
@MarkP0rter The Woo film Face/Off had a scene near the end that used "bullet time" Granted it was only in one scene, but it preceded the Matrix films use.
looks like there were bullet stains on the enemies clothes once you killed them, should not have removed that from the final if you asked me.
