@colebowlin68 have you complited the mission cap the collector? if not you maybe have to buy The Boatyard and complete the mission what start when you go in the boat what is in that place or maybe you have to buy sunshine autos and collect all cars what is in that list in that place (those scenes were really difficult to understand) well i hope you understand what i am saying because i am from finland and i can not speak english very well :D good luck!

@BreezyKid2 You have to start buying businesses like the print works, cab garage, dock yard, car showroom etc. Can't remember them all but look them up. You need to do all of their missions too.
