The seasons and size limits in Rhode Island are the same as recreational fishing. Last year (and this year) the minimum size for Tautog is 16 inches and the limit is 3 fish for most of the year. In addition, the season is closed completely for the month of June. Striped bass has a limit of 2 fish and minimum size of 28 inches... Check your local regulations. MA doesn't allow spearfishing for Stripers at all. I don't think it's legal in CT either...
It's good to hear you're getting into spearfishing. The spot we went to is very dangerous for a beginner, due to lots of fishing line/hooks all over the piers and the possibility of getting wedged in the piers, which move a lot with wave action. I would suggest going along the wall in Narragansett, near the Coast Guard House, but BRING A FLAG! There's a lot of boat traffic there.
That's a good fish-- congratulations! Just be careful and ALWAYS go with a dive knife. It is too easy to become wrapped up in fishing line or rope on the bottom and a knife could save your life... Once you've gotten good with the Tautog, Striped Bass is the next step. Careful-- it's addicting!

The Tautog should be arriving in our waters any time now (I used to go by the first Dandelions-- when they bloom, time to catch 'em up!) and you should be able to get some by now. Look for rocky structure and drop Green Crabs down on a high-low rig with about 3 oz sinker on the bottom. Good luck and keep me posted...
Don't worry-- it's not always nearly so easy! This spot has about two weeks that the fish stack up like that. The rest of the year, I have to stalk a lot more carefully to fill the stringer. I love to use my Hawaiian Sling because it forces me to be stealthy and it is very exciting to have to be point-blank before the shot... Tautog (aka. Blackfish) are delicious-- we are not shooting them for fun. That one day gave me lots of fillets in the freezer.

@Snowwarrior I go with a surfing rash guard because of the barnacles. With a wet suit, you need weight to stay down due to buoyancy of neoprene.

What do you mean the season was closed in June. I checked the RI dep website and didn't see anything about marine spear fishing seasons.
How about CT? Any regulations other than needing the stupid new marine license?
