100, 200? Try in the tens of thousands over the last few years. Also, Israel has yet to use a weapon in an illegal fashion (that includes the white phosphorous, it was mostly used for illumination). The only reason the death counts on the Israeli's part is so low is because the Kassams are quite primitive and the 15 second alarms. Imagine if we had relented, and Hamas was capable of smuggling more advanced rockets capable of hitting, say, Tel Aviv (and they would if they could for sure)
