Well... xcom(both of 'em 93-95) was quite awesome back in it's day. It's hard to even tell if this is a strategy game or a fps. I don't think they could bring back the feel of xcom because it has been done so many times already. You need to realize how "few" games that even had that feeling back then.
Bioshock is art deco, but XCOM, Fallout etc aren't. Style that you recognize as 50's America and Art Deco is actually called 1960's Americana, and it is indeed (over)used in some recent games.
