It can be difficult if English isn't your first language. IM is describing the bad conditions that thousands of families endured in the 1970's due to poorly designed "social" housing". The dwellings were built by and owned by local governments and rented to lower income families who didn't really have a choice as to where they lived. These buildings were cheap to build and poorly designed and were prone to damp and the houses themselves and the people who lived in them suffered as a result.
