There is no direct danger for the officer who is shooting at the car and the risk of hitting not only the driver but everyone else in the car. This was an entirely necessary action by the police, who had to stop the suspect before he hurt or killed anyone else. Any time a vehicle is stopped after a chase, that is the only time possible to attempt to remove a suspect, so obviously the police moved in when they had the opportunity. Wayne should have stopped but he insisted on being killed to being taken alive. That's Wayne's fault.

There is no direct danger for the officer who is shooting at the car and the risk of hitting not only the driver but everyone else in the car. Any time a vehicle is stopped after a chase, that is the only time possible to attempt to remove a suspect, so obviously the police moved in when they had the opportunity.
