Anyone who "travels to Canada" learns one thing: The system is free, but it's also a DISASTER with long waiting lines and crippling bureaucracy.

Thank you for your question. The answer is something called "Inflation." Bush's "increase" is less than the cost of inflation. His "increase" results in a future budget with less purchasing power than the current budget, thereby covering fewer children. This is how an increase equals a cut. Next question.

Medicare, Medicaid, and Social Security were all proposed by a Democratic President (FDR & LBJ) and passed by an overwealmingly Democratic Congress. The reason SCHIP failed is because it was vetoed by a Republican president, and his veto was upheld by Republicans in a narrowly Democratic Congress. Sorry I didn't get your fish analogy.
