This happens to me all the time, these people are called fozool, though nemidoonam works sometimes it's not the best answer because after saying it few times he will ask you pas to chi midooni? The better answer is ask them shoma chetor in soal haro miporsin aghaye / khanoom e mohtaram? Then if they can't answer they will walk if they do answer you will know why they asked!

My last experience like that backs to 8 hours ago when I met an Iranian lady here in Australia. She came to me n said "Salam , shoma Irani hasti?
